The F-117s are used to simulate threat stealth aircraft as the RCS of the F-117 is similar to the Chinese and Russian stealthy aircraft...

Only in head on stealth, not in overall... They simulate that threat rather well and it turns out the F-117 was not as stealthy as first thought, which is why it is not used in combat any longer.
