The Pentagon has drafted plans to withdraw as many as half of the 71,000 troops based in Germany as part of an extensive realignment of American military forces that moves away from large concentrations in Europe and Asia, according to U.S. officials...

Who cares? Their economies are all a joke...

They can no longer project military power...

They could not even have handled Yugoslavia without US intervention...

Eastern Europe is the key. The Poles, the Hurnarians and Bulgarians have vast untapped capabilities due to their stagnant years under Soviet rule...

Their strategic locations make bases in those countries very useful, vs in places like Germany where we really have no need any longer to house so many troops. I dont see the Germans as being any sort of threat to the US. They are a non nuclear power with limited power projection.

Let them police central europe for terrorists. They have quite alot of experience in this area with all their battles during the 70s and 80s against the various groups they successfully destroyed...

France has no real capabilites to interfere in anything that anyone does on the planet. They are also not a major power anylonger and even grouped with the Russians would present no real power capability. Their one nuclear carrier is no faster the 24 knots and that is at 110% on the nuclear plants...
