i dont know about your joystick but mine (wingman attack 2) came with a software. In this software i can adjust dead zones, sensitivity, etc... Maybe you should look for one or just find a universal joystick software or something. fa itself cant adjust sensitivities.

Did you turn on "red-out/black-out" in the "in flight" options list when you installed it on the laptop?
What were you flying to try and get to 9Gs?

Are you flying default FA? If so, its most likey you are not getting 9Gs because most of those aircraft wont give you 9Gs in default FA...

Have you tried going to your XP control panel and then click on game controllers, and then calibrating the joystick?

Correct, even the default F-22 wont give you 9Gs, you have to be pretty much empty of fuel and weapons to pull 8Gs.
Try the F-16C with no weapons and 1000lb of fuel and below 5,000ft, you should only get like 8.5Gs or so, black-out always occurs around 7Gs if I recall correctly.

More important to get it right than just get 9Gs for the heck of it, it all vastly hinges on altitude and weight state in addition to setting up the envelope correctly in the TK. Oh yeah, about a billion left turns in testing wont hurt either!
