I'm making a mission in which you are a helo pilot in the middle of an extraction in a hot LZ. My helo is surrounded by commando's in the shape of single soldiers with a visual seeker, automatic slewing enabled machine guns and even equipped with NVG, my problem is they wont fire on me. I increased there AI to expert and I just can't figure out why they wont shoot at me? Does anyone want to help or am I asking far to many questions? :) Any help appreciated...

Are the soldiers targeting you? Is the gun within firing range?

List all of the hardpoints on the "soldiers" and the seeker types for the weapons you have loaded on those weps. It's most likely a seeker conflict or you aren't within firing range. What about verticle slewing of those weapons?

First of all my "commando" is listed as vehicle. Okay, then I put a VIS340 Seeker, the weapon which is basically an updated version of small arms to act as a assault rifle, its max range is 4.0nm and its mimium is .9 and I also made the soldiers an IR sensor which Im just pretending is a pair of NVG's and thats all I've installed on the hardpoints, does it need radar?

Start with changing all the "hit percentage" in small arms to 100% so that isnt a factor, then test, make sure you are well within range. Dont know why you would want to have a min range on a rifle but set the max range to 5 or more then test. Also give them a waypoint to make sure they are doing anything at all and turn on all the targets for the waypoint.
It doesnt need RADAR none of mine needed it. IIRC "automatic slewing" isnt needed for an AI vehicle or airplane just make sure it can point up and down enough to engage you.

Your minimum range is set to almost a mile? That's either your problem or a big part of it. Try setting the minimum range to 0, so your boys can engage stuff within a mile.
