The S-400 is a major reason they want to put a HARM sensor in a Meteor.
It's either that or slam a JASSM into it from 500 mi away.

The S400 can shoot down a Meteor or a HARM... It needs to be killed other ways. The US developed the AGM-88M with a ramjet engine and tested it but found it could also be shot down by a modern SAM and so they discontinued it. I have it in FAF though with a brand new missile shape with ramjet intakes. Also have another one for the Meteor...

You know about that claim that they can shoot down PGMs and missiles.
Obviously the accuracy of these missiles and the power of the radar makes it fully capable but I wonder if that's just nice for the brochure.
If just because they've made such claims about many of their systems before and look how poorly the Pantsir performs.

The Israelis beat the Pantsir because it was not setup correctly by the bonehead Syrians. However that being said, even the Syrians have downed inbound Israeli missiles and glide bombs...

So I've been thinking in my head what is the best way to simulate HOJ.
I originally wondered if going to 0% was a good idea but that would negate the "blinking" tactic with ECM.
Obviously this is far for advanced than what FA is capable of here so really two questions: do I bother with trying to simulate HOJ by going down to 0 and accept that blinking won't work or just compromise at a reduced effectiveness of ECM (<25%).

In the same vein but slightly different is how best to simulate a towed decoy.
I was thinking just whatever # of decoys with a chaff/flare of 100% but I need to figure out how FA best uses the chaff/flare if it's just lowest hardpoint # first or something else (should be easy enough to test).

Home on Jam is just that... Homing on a jammer... And since FA AI doesn't use the jammer you have nothing to home on unless you are planning on multiplayer and unfortunately this game is long dead to online gaming. Almost all mods that are out there are used by individuals not flying online. I had HOJ AMRAAMs and have dropped them because they never can get used unless flying against another human.

Now to go find all the SHIP.ECM I put onto ships and remove it.

Saves me 1 hardpoint for MORE WEAPONS!

I wound up making the Phalanx & MK-49 RAM launchers into "pods" so that I only have to put in 1 and not worry about wasting "usable hardpoints" on them. Gives me more options when I get to the VLS-equipped ships.

I'm not sure what you mean here... Do you mean you did it so you didn't have to worry about the ammunition count or that you did it because guns and multiple rocket launchers take up part of the limit of 6 available hardpoints for selectable weapons? I only thought that applied to the items that are human controlled.Am I wrong?

6 available limit.
I think it only affects human-controlled but you also run into the issue where TK won't save if you have more than 6 available hardpoints.
So to avoid the NT editing I just did it this way.
