Well you would need a new roundel graphic, then you would need a hex edited FA.exe file to repalce on of the current nationalities with the Libyian Nationality...
So you would need 2 files...

Dang I dont know what I was thinking! Of course the Libyian roundel already exists in FA, as its a standard nationality already in the game! 
All you have to do is select the libyian nationality when in the mission editor and then you will be flying a libyian aircraft. I think its second from the top of the list on the 1st page of nationalities... Sorry about that... CAG out... |

CAG I know that default FA has those roundels, but they appear as a green dot on the aircraft instead of a national roundel. Sorry, that I did not put that in my first post.  Does an accurate Libyan roundel exsist in any lib?

Since 1978 the Libyan roundel has been an entirely green circle according to this source: http://flagspot.net/flags/ly.html Aircraft have the Libyan flag (green rectangle) on their tail.

To bad default FA doesnt have the tail flags as well, but the aircraft in FAF do!
