Has anyone been able to devise an "active jammer" that uses the AEMP weapon against targets to take out their radar systems?

Does the AEMP even work against AI pilots, or only human players?

If I remember right from way back when it only affects human players. I think they put it in there as a fun "toy" for multiplayer.

I think your right. Since posting, I made one with long range and hit a Tomcat with it. Yet, he was able to still radar lock and shoot at me.

There is a simple way around that... You make the AI jamming aircraft detectable from far away, but make it nearly impossible for a missile to hit it... Works every time... SAMs will fire at the jamming bird and not at the others in the flight, thus the jammer is protecting the aircraft its leading into combat....

For human controlled bird you have to edit all the radar missiles in the sim and make them more susceptible to jamming as well as make the airborne radars more susceptible to simulate its effectiveness. In multiplayer the human jamming aircraft will be hidden in electronic noise until the burn through range is reached...
