how the heck do you make an air base a re-fuelable/arming station again?

Put a "Supply" object where you want to rearm/refuel. Its the guys with crates and a fuel tank. In my experience its behavior is kind of flaky. Also, aircraft carriers can rearm/refuel, usually more reliably.

Zephyr that is an old wives tail... You dont need that object, its a scenery item only.

By the game hard code, only certain runways will actually do reloads and you can only do them at the threshold of the ACTIVE runways (The takeoff runway on multi runway airports or the takeoff point at single runway airports)...

You have to have burned atleast 200 lbs of internal fuel to qualify for a relaod. Certain airbases have reload limits on the number of times they will reload you, others do not.

I think this may have to do with the campagin engine more then anything else, so that runways used in campaign missions have a limit.

The dirt runway is the exception since it only handles helos and vstols. It will do reloads but only at the taxi point on the runway, you can find it off the right side of the runway threshold wher ethe aircraft pauses on auto taxi...

Alsp aircraft carriers will reload you at the take off threshold for the Tarawa class and on the cat on other carriers...
