I tested Fighters Anthology and it's working on Windows 10 Pro X64.
Fighters Anthology seems to be stable by setting default in Windows 95/98/Me compatibility mode tested with 3 different computers.
Check whether your graphics card drivers are up to date as well as directx for better compatibility.
For some computers, there is the problem of 640x480 resolution at game start...Check this in properties of the game and "execute with a screen resolution of 640x480".
